does kabylake support hevc hight tier encode?

I use Intel® Media Software Development Kit 2017 R1,  And kabylake i7-7700.

Could your tell me how to set hight tier for hevc encode ?

Can sdk set params like below ?

Chroma subsampling                       : 4:2:0 (Type 2)
Bit depth                                : 10 bits
Color range                              : Limited
Color primaries                          : BT.2020
Transfer characteristics                 : SMPTE ST 2084
Matrix coefficients                      : BT.2020 non-constant
