Questions about rate control of H.264 Encoder

Hi, Experts.

I am evaluate H.264 svc function of media sdk. I have two questions about rate control:

1. Can we set the QP of I frame in VBR mode? How to set it, if we can?

2. How intel SDK allocate the bitrate between different layers in temporal SVC VBR mode? Such as, the target bitrate is 2M, and we set 3 layers for encoder, how many bitrate is allocated to layer 0, how many is allocated to layer 1, and how man is allocated to layer 2?
